Frozen Pipes in Central Texas: Lessons From Winter Storm Uri

Uri broke roughly one in eight Central Texas homes. Most of that damage was preventable with 60 minutes of prep. Here's the checklist.

February 2021 rewrote the emergency-response manual for every plumber in Central Texas. Winter Storm Uri delivered temperatures Leander hadn't seen in a generation — sub-10-degree lows for four consecutive nights — and thousands of homes lost interior ceilings, kitchen cabinets, and hardwood floors to frozen and burst pipes. Insurance losses across ERCOT territory ran into the billions.

The uncomfortable truth: most of that damage was preventable. Central Texas builds pipes in attics because our winters are normally mild. That assumption fails maybe once a decade, but when it fails, it fails hard. Here's what to do before the next one.

Why Central Texas Homes Freeze So Badly

Two structural reasons: (1) Attic-run supply plumbing without insulation, and (2) Thin builder-grade wall insulation on north-facing exterior walls. Both are code-legal and both are catastrophic during a prolonged freeze. Nearly every Leander home built between 1970 and 2015 has one or both of these problems.

The 60-Minute Prep Checklist

  • Wrap every visible attic pipe run with foam pipe insulation (roughly $2/ft at any home center)
  • Insulate exterior hose bibs with faucet-cover socks or wrap with old towels
  • Disconnect and drain garden hoses (a hose left connected creates a freeze plane back into the wall)
  • Locate and test your main water shut-off
  • Set the water heater temp to 120°F and install a smart freeze alarm near it
  • During a named freeze: drip the farthest hot and cold faucets in the house, and open cabinet doors under kitchen and vanity sinks to let heat reach the supply lines

Which Freeze Events Actually Cause Damage

Not every 28-degree morning is a burst-pipe risk. The dangerous events share three characteristics: (a) sustained sub-freezing temps for 12+ hours, (b) wind chill that penetrates attic ventilation, and (c) any water flow interruption that lets water sit still in a pipe. If ERCOT is calling for a hard freeze warning and there is talk of grid stress, treat it like Uri could repeat.

What To Do If A Pipe Freezes But Hasn't Burst Yet

Sometimes you'll notice a fixture that won't flow — that's a frozen pipe. If you catch it before it bursts, thaw it slowly. Warm the affected section with a hair dryer or a warmed towel, working from the fixture back toward the frozen segment. Never use a torch — heat expands ice, which can burst the pipe you're trying to save. Keep the affected fixture open so melting water has somewhere to go.

Which Central Texas Pipes Are at Highest Freeze Risk

Not every pipe in a Leander home freezes at the same temperature. Rank the risk this way: (1) exterior hose bibs and above-ground sprinkler backflows freeze first — often at 28°F for several hours; (2) attic runs of copper or PEX freeze next when the attic drops below 32°F for 8+ hours; (3) supply lines inside uninsulated exterior walls (common on 1990s Cedar Park and Round Rock tract homes) freeze at 12-24 hours of sustained sub-freezing; (4) supply lines inside insulated interior walls very rarely freeze unless the heat is off for days.

The Post-Uri Central Texas Freeze Playbook

Uri was the training event. Every year since, Central Texas plumbers dial in the pre-freeze playbook. Here's what we tell every Leander homeowner:

  • 48 hours out: install hose bib covers, disconnect and drain any hose left attached (a hose traps water at the bib and cracks the fitting when it freezes)
  • 24 hours out: locate and test your main shut-off; if it's stuck or you can't find it, call us before the freeze — a Uri-scale event with an unknown shut-off location is thousands of dollars in avoidable damage
  • 12 hours out: open cabinet doors under sinks on exterior walls; set thermostats no lower than 60°F even in vacant rooms

  • During the freeze: know the sound of running water in a pipe (a rushing hiss where there shouldn't be one) — that's how you catch a burst inside the wall before it soaks a floor
  • After the thaw: watch the water meter with all fixtures off; if the low-flow triangle spins, you have a leak somewhere and need to shut off and call

When to Call vs. Wait Out the Freeze

During the freeze itself, calls come in three flavors: (1) no water at any fixture — usually a frozen main or a frozen meter, and we can't do much until the thaw begins; (2) water at some fixtures but not others — an isolated frozen run, which we can safely thaw with heat-guns and towels applied slowly, never with an open flame; (3) water is running but there's a hissing or ceiling drip — that's a burst and needs immediate shutoff and a licensed plumber.
